I believe we have to approach it both from the meta-level you suggest, and the micro-level because not only do hold-outs need a better new god, they need a better simple archetypical story with a hero. It needs to be evocative and pithy.
The existing simple story is the magic potion story:
1. Take this vaccine and you won't get sick. Edward Jenner was a rural physician who conceived the smallpox vaccine from an observation, founded an industry, and defeated disease.
2. Drink this fluoridated water and you won't get cavities. Frederick McKay was the frontier dentist who rode into town, made an observation and defeated tooth decay.
Most of us believe RFK Jr. is the hero, but in our modern day, too much is known about him. Still, he and his reorganized HHS is the best we've ever had. How's this "avenger" model that is more inclusive rather than just hero-worship:
